New Digital Device Policy Aims to Boost Focus


At the August 12 Board meeting, the Selma Unified Board of Trustees approved a new policy prohibiting the use of personal digital communication devices during school hours at all school sites. This action aligns with California Assembly Bill 3216, which requires all school districts in the state to adopt policies limiting or banning student smartphone use by July 1, 2026.
 
According to language in Assembly Bill 3216, extended studies have demonstrated that smartphones and other digital devices interfere with student focus in the classroom, promote cyberbullying and conflict, and contribute to higher rates of anxiety, depression, and suicide among teens. Selma Unified is choosing to implement this policy ahead of the state deadline because we believe it will foster a more focused, connected, and supportive learning environment for our students.

Over the next two weeks, we will be working with students and staff to adjust to this change. Beginning Tuesday, September 2, the policy will take full effect. All personal devices such as smartphones, smartwatches, tablets, and headphones must be turned off and kept out of sight during instructional hours, passing periods, lunch, and after-school programs held on campus. Use of devices will only be allowed with staff permission for emergencies, medical reasons, or approved educational purposes.
 
The benefits of this policy are significant. It will improve focus and engagement in the classroom, strengthen peer relationships and social interaction, and create a more positive school culture and climate. Students can also experience mental health benefits, including reduced anxiety and stress caused by constant social media use. With fewer distractions, students can be more present in their learning.
 
In case of a family emergency, students may use classroom or office phones to reach parents or guardians. Likewise, families who need to get in touch with their child can call the school office, and staff will make sure the message is delivered.
